The once-strong alliance between South Korea and the U.S. is weakening. In fact, the alliance is in trouble — pulled apart by powerful geopolitical forces. The only way to save it might be for South Korea to move in a direction that much of Washington considers unthinkable: to develop an independent nuclear arsenal.
